In general, an owner-occupied apartment costs more to buy than a tenant-owned apartment, but the monthly fee is lower because there are no joint loans.

When buying an owner-occupied apartment, you pay 100 percent of the value of the home, just as you would for a single-family home. Costs for the title deed and for any mortgage deeds will be added.

Parts of the house, such as the roof, facades, stairwells and elevators are jointly owned by the residents. These are managed by a community association to which a fee is paid monthly. Provision for maintenance is included in the monthly fee in addition to operation, care and maintenance. The monthly fee is inclusive of VAT.

This is how a community association works

A community association manages shared resources which require joint decisions and efforts together with your neighbours, e.g. lifts and stairwells, roofs and facades, pipes and drains.  

A community association is formed to legally protect such common ownership and it is a good way to organize maintenance of common land and facilities.

On the other hand, the community has no authority over matters concerning your own home. The association does not need to give its approval for, for example, letting, transfer or conversions.
